Electronic System Fails, Case Assignments to Judges Done Manually: Danielyan

What is the reason that the electronic system is not functioning and case assignments to judges are being done manually? This was the question posed today in the National Assembly by Garni Danielyan, a member of the "Armenia" faction, to the President of the Judicial Department, Arthur Atabekyan.

He expressed concern that in certain instances cases are being assigned manually, raising doubts within society. “When will solutions be provided so that there is confidence in our society that cases are not assigned to judges favored by the authorities? The same judges always receive assignments in political cases, raising substantial suspicion that these judicial processes are not objective and often lead to these individuals being taken into custody,” emphasized Garni Danielyan.

He added that political cases are assigned to judges who have previously had specific political views, indicating a conflict of interest.

In response, Judicial Department President Arthur Atabekyan stated that the electronic case assignment system is operational, but there are occasional disruptions that are resolved quickly, and that the electronic system is not under the jurisdiction of the Judicial Department. He noted that there are types of cases that are still assigned manually, whereas cases related to custody are exclusively assigned electronically.

“Custody cases, including those in the appellate court, are assigned solely by electronic means. No one can predict who will be assigned a case. Any interference in the process is a criminal act. If someone decides to intervene, they must be prepared to face consequences one day,” he said.
