‘There are urgent issues that need to be addressed as a priority’: Operational Headquarters meeting held
The meeting of the Operational Headquarters, led by the State Minister of the Republic of Artsakh, Ruben Vardanyan, discussed several urgent issues related to ensuring the primary needs of the population amidst the ongoing blockade by Azerbaijan.
In this context, the establishment of a coupon system was emphasized, which will allow for the fair distribution of available food products. It was mentioned that mechanisms for the implementation of the system have already been developed. Initially, it is planned to apply this system to a few priority goods. Currently, technical and organizational work is being carried out for the transition to the coupon system in the coming days.
During the meeting, information was presented about the visits of the members of the Operational Headquarters to the regions and their meetings with the population. It was noted that one of the main issues raised was related to the establishment of the coupon system. The State Minister ordered to summarize the issues raised by the population during the meetings, categorize the problems, and discuss possible solutions.
“These meetings have shown that the difficulties of the blockade have not broken the spirit of the people. Three groups of questions have been raised: local issues related to specific settlements, general issues that require systemic solutions, and complaints and grievances. There are also urgent issues that need to be addressed as a priority,” he said.
The State Minister was also informed about the situation of the roads and the process of organizing snow removal work. It was reported that due to the blockade of the Stepanakert-Goris highway by Azerbaijani 'eco-activists’, it is impossible to completely clear the highway, leaving a large section uncleaned, which affects the quality of the road.
The meeting also addressed the possible transfer of seriously ill patients through the International Committee of the Red Cross, as well as the reunification of families with minor children who have been separated. The collaborative work with the International Committee of the Red Cross in these directions was highlighted.
Concerns regarding cash circulation were also discussed during the meeting. The State Minister instructed to take steps to regulate the situation within the available capabilities. The importance of conducting awareness-raising activities among the population was emphasized, so that people avoid large cash withdrawals and hoarding cash.
Reports were also provided on the current situation in the markets for food products, medicines, gasoline, and diesel fuel. Steps being taken to ensure the uninterrupted operation of energy supply, water supply, and infrastructure were also presented.
