Individuals Without Teacher Qualifications Can Teach in Schools: Ministry of Education
In the Republic of Armenia, there are vacant teaching positions in highland and border communities as well as in some urban schools, resulting in violations of children's right to education due to the inability to teach certain subjects. This was reported by the Ministry of Education, Science, Culture and Sports (MoESCS).
Considering this situation, under the regulation of Article 26, Part 3 of the Law on General Education, specialists with higher education lacking teaching qualifications who have obtained at least 30 credits will be allowed to teach in schools.
According to the aforementioned provision of the law, if a teaching vacancy remains unfilled after at least two announced competition results, any individual with higher education in the relevant subject area and at least 30 credits in pedagogy from an accredited organization (including relevant educational programs offered by higher educational institutions) may apply for that vacancy.
The MoESCS has ensured the provision of at least 30 credits for individuals without teaching qualifications through programs developed by the Kh. Abovyan Armenian State Pedagogical University and the Teach for Armenia foundation, which serves as a retraining organization.
Attached are the orders from the Minister of Education, Science, Culture and Sports of the Republic of Armenia, ensuring the implementation of the educational program for teacher certification through 30 credits that provide pedagogical, psychological, and methodological skills, and the thematic plan thereof, as per the order number 1387-A/2 issued on July 29, 2022, and order number 1039-A/2 from May 31, 2022, confirming the Teach for Armenia educational foundation as the organization offering a program that provides at least 30 credits in pedagogical, psychological, and methodological skills.
