Bayramov Accuses Armenia of Violating 'November 10 Statement Conditions'

The Minister of Foreign Affairs of Azerbaijan, Jeyhun Bayramov, stated during a speech at the 131st meeting of the Council of Europe’s Committee of Ministers that the trilateral statement signed by the leaders of Russia, Armenia, and Azerbaijan on November 10, 2020, has put an end to nearly 30 years of armed conflict between Armenia and Azerbaijan, Azerbaijani media reports.

He noted that the mentioned document establishes the necessary conditions for the resolution of relations between Armenia and Azerbaijan, based on the sovereignty, territorial integrity, and inviolability of internationally recognized borders of the two countries.

In his speech, Bayramov also expressed regret that Armenia continues to violate the November 10 agreements and, more broadly, obligations arising from international humanitarian law.

According to the report, Bayramov emphasized, “The fact that Armenia has refused to provide maps of the mined areas, as well as information regarding the fate of approximately 4,000 Azerbaijanis who went missing during 1991-1994, raises serious concerns.”

Furthermore, the Azerbaijani Foreign Minister called on the international community, including the Council of Europe, to demonstrate resolve in “convincing Armenia to utilize the unique opportunity for sustainable peace, regional cooperation, and development by renouncing revanchist activities and hatred towards Azerbaijan.”
