Decision Made to Create Dual Authority in the Armed Forces: Karen Vrtanesyan
Am I right in understanding that Nikol was essentially forced to accept that he could do nothing regarding the Chief of the General Staff? As an alternative, they decided to create a dual authority in the General Staff and, with Vagharshak's signature, appointed Artak Davtyan as a "Senior Officer for Special Assignments in the General Staff." This was reported by Karen Vrtanesyan on his Facebook page.

No such position is mentioned in any document, therefore, I assume that this is a newly created position, and it is also unclear whose special assignments this senior officer is supposed to carry out.
It is also unclear to me what authority 'Minister of Defense' Vagharshak has to appoint someone to a position in the General Staff; as far as I know, he does not have such authority. PS: If I understood all of this correctly, then this is a constitutional disruption by Nikol. I have lost count of how many times this has happened..." Vrtanesyan wrote.
