If They Should Return, Why Were the Residents of 7 Armenian Villages in Martakert Displaced?

A question arises: if the Armenians displaced from Artsakh are supposed to return to their residences, then why were the residents of the 7 Armenian villages in Martakert displaced and not only them? This was stated by the leader of the opposition 'Enlightened Armenia', Edmon Marukyan, on his Facebook page.

Shouldn’t they have remained in their homes, while the so-called Azerbaijani refugees return to newly constructed houses and continue to live in those villages under the unbiased eyes of peacekeepers?
