A group of citizens led by Ararat Khandoyan, the brother of Araik Khandoyan, attempted to ascend to the Tsitsernakaberd memorial, but were denied by police.

"The Prime Minister can lay flowers; why can’t we? He has the right to pay his respects, but we cannot. The police are trying to intimidate me with an administrative violation report," said Khandoyan.

Police clarified that Khandoyan violated the legal regime of the state of emergency, which resulted in an administrative record being drawn up against him. "What is stated on the paper, that he is going to pay his respects, does not fall within the exceptions presented by the governor and the governor's office," a police representative said, adding that if he does not leave even after the record is drawn up, other coercive measures will be applied for not complying with police orders.
