Incomplete Report Without Sufficient Grounds and 'Grandon' Work: Red Lines, City Hall, and 'This is Sufficient Basis for Us'
Red lines, City Hall, and 'This is sufficient basis for us'... An entry has been made by the Traffic Police and the Red Lines Facebook group regarding another incomplete report on the red lines and the resulting confusion. User Armen Boranyan wrote specifically:

“On December 5, very late at night, I parked my car on Teryan Street, where neither the markings nor the signs were visible. Days passed, and the report arrived. According to the standard, there were blurred and low-quality photos, blah blah blah... I tried to solve the issue through a complaint, but then I understood it was in vain, and I got an invitation to watch the video from 1/3 Buzand. This is where the most interesting part begins. The nice little officer (SA) turns on the video. It's morning, and my car is parked, surrounded by weirdly drawn bright red lines. And so, probably about a 16-minute video.
I (BA) ask to see the night video where the red lines are visible: (SA) – there isn't one at night; this is what has been sent to us, and this is sufficient basis for us: (BA) – but if it wasn’t visible when I parked, how would I have known about it: (SA) – there is a sign there... (BA) – where is it: (SA) – it doesn’t appear in the video, but there’s probably a place there. In short, it was a long and unproductive conversation on how an incomplete report is made without sufficient grounds and how irresponsible and 'grandon' work is being done. And in the end, the most striking issue I noticed: the license plates are not visible in the video.
So what I'm saying is, how and where should I address this so that eventually, the people who compile this incomplete report are sent to retirement earlier or to training sessions focused on attention?
