Azerbaijan Explicitly States: Peace Agreement Will Be Signed When Armenia Meets All Conditions, Surenyants
Political scientist Suren Surenyants noted that Azerbaijan's Foreign Ministry spokesperson, Aikhan Hajiyev, stated that the return of three villages in the Kazakh region and the village of Karki in Nakhichevan has always been one of Baku's top priorities.
According to him, the issue should be discussed within the framework of delimitation commissions. Surenyants emphasized that this is not delimitation but rather a reconfiguration of borders, where Azerbaijan seeks to give a legal appearance to its maximalist demands.
The political scientist pointed out that Baku does not hide that a peace treaty is possible only if Armenia fulfills all the presented conditions, regardless of their substance. He recalled that Prime Minister Pashinyan wrote on his Telegram page that as a result of delimitation, Armenia must return Arzvashen and other occupied territories. However, according to Surenyants, this statement is not an attempt to return Arzvashen but a step to create an illusion of reciprocity.
Surenyants noted that the issue of Arzvashen has never been on the negotiation agenda in Azerbaijan's perception, while the topic of enclaves has long been included in its list of demands. In Surenyants’ assessment, Pashinyan has either already agreed to this or relinquished resistance. He believes that the return of the enclaves could pose security and institutional risks for Armenia, leading to the restoration of Azerbaijan's presence within the country, border instability, and logistical risks. This, according to the political scientist, means the transfer of the conflict into Armenian territory.
Surenyants stated that the current process is not a vision of peace but a new form of Azerbaijani control under the guise of peace. He emphasized that Armenia could have chosen other options, such as an exchange option—with Arzvashen for the four enclaves—or freezing the issue until the formation of trust mechanisms.
The political scientist concluded that the current authorities have chosen not the path of dignified negotiations but of adaptation. He noted that the government proclaiming peace is actually conducting a vassal policy, and Pashinyan's "peace" has become a means of servicing Azerbaijan's agenda.
