The Minister of Foreign Affairs stated that the unblocking process includes the creation of new regional infrastructures with Armenia's full jurisdiction.

Ararat Mirzoyan, the Minister of Foreign Affairs, emphasized in the National Assembly while presenting the draft budget of the Ministry for 2026 that this is about a broad unblocking in the region. “For about 30 years, Armenia has been under blockade, and now the two countries are agreeing to unblock or build new transport infrastructures between them. This, first and foremost, means unblocking Armenia,” the minister noted.

Mirzoyan added that often the topic of unblocking is narrowed down, presenting it only as the Azerbaijan-Nakhijevan connection, while in reality, it pertains to a comprehensive process. “The infrastructures that need to be implemented will be operated in the same manner by the Republic of Armenia,” he highlighted.

The minister noted that clear principles underpin the unblocking process, respecting territorial integrity, inviolability of borders, sovereignty, and jurisdiction, as well as maintaining reciprocity. “The Azerbaijan-Nakhijevan communication, as well as other connections, will operate under the jurisdiction of Armenia. The discussions suggesting that infrastructures could come under the control of a third country have now evaporated,” Mirzoyan added.
