VIDEO: Asphalt that does not meet quality standards cannot be delivered, says Armen Harutyunyan
In Yerevan, there cannot be no potholes, just as in Amsterdam, Washington, or New York. The city is developing; there are certain processes and accidents that require intervention on the asphalt surface. This was stated by Armen Harutyunyan, the acting head of the Urban Development and Improvement Department.
It is not possible to simplify the tender format any further. The determining factor for winning tenders is the low price, not the quality. After a while, the asphalt deteriorates. There are also quality indicators and pricing factors. Asphalt that does not meet quality standards cannot be delivered. If it weren't for such rains, we would have never faced these problems.
Regarding pothole filling and cracking issues, as well as the replacement of major asphalt work, Armen Harutyunyan stated, 'The asphalt layer can have certain problems over time. There are specific measures that can extend the life of that asphalt.'
To the question about potholes that remain for months, the city hall official said, 'Proper organization of work does not necessarily mean that the head of the Yerevan city hall’s department must personally see every pothole. There are people who work, see, and discuss in the relevant groups both in the administrative neighborhoods and in the city hall.'
The majority of the budget allocated by the Yerevan city hall is intended for Yerevan and its residents. We must also be caring; we are all citizens of Yerevan.
Construction works are ongoing at the intersection of Koryun Teryan and Teryan Tumanyan streets; Armen Harutyunyan stated that a water line is being constructed and will be completed soon.
Regarding compensating drivers whose vehicles were damaged due to rainwater and potholes, Armen Harutyunyan said, 'This issue needs to be studied.'
