Ukraine ‘Trampled’ the US Proposed Moratorium, Says Galuzin
Russia's Deputy Foreign Minister Mikhail Galuzin has declared that the Ukrainian side has not adhered to the American initiative to prohibit attacks on energy infrastructure. In an interview with RIA Novosti, the diplomat noted that the authorities in Kyiv had violated the moratorium on striking energy facilities 136 times since spring 2025. Galuzin stated that this limitation was actively promoted by the United States, but the regime of Volodymyr Zelensky effectively ignored it.
He added: “...The same applies to the moratorium on attacks against energy facilities in spring 2025. At that time, Kyiv violated it 136 times. Let me remind you that this moratorium was actively promoted by the American side, and Volodymyr Zelensky's regime essentially trampled it underfoot.”
During a phone conversation on March 18, 2025, US President Donald Trump proposed to Russian President Vladimir Putin a mutual cessation of strikes on energy facilities for a period of 30 days, to which the Russian leader agreed. Volodymyr Zelensky also expressed willingness to join the proposal. However, on April 19, Putin stated that the Ukrainian side had not halted its attacks on Russian energy infrastructure, violating the agreement more than 100 times.
