Process of Granting Residence Status to Change

The digitization process of the Ministry of Internal Affairs and its subordinate services continues. On August 27, under the leadership of Minister of Internal Affairs Arpine Sargsyan, a working discussion took place, during which a preliminary version of the online platform being developed for the acceptance and processing of applications related to residence permits for foreigners in Armenia was presented.

Participants included Nelli Davtyan, the acting head of the Migration and Citizenship Service of the Ministry of Internal Affairs, along with representatives from the Service.

The introduction of the new platform is conditioned by changes made to the law on "Foreigners," according to which, starting from November 1, services provided within the framework of the residence status application process in the Republic of Armenia will be digitized.

With the implementation of new programming solutions, it is planned to digitize not only the submission of applications but also their subsequent processing and the execution of administrative procedures. The digitization of the system will contribute to the reduction of documentation flow, optimization of administrative processes, and improvement of service quality.

The discussion addressed the details of launching the platform and the application submission process, the capabilities for automatic data verification, and the acquisition of necessary data from state information systems, as well as key features intended for various stakeholders. Pathways for simplifying and more efficiently organizing the processes were also discussed.

Arpine Sargsyan, commenting on the efficiency and applicability of the presented platform, emphasized the importance of completing the digitization work within the established deadlines and with the required quality. The minister highlighted that digitization should not only be carried out at a technical level but should also be accompanied by a review of the service delivery process to simplify them as much as possible and make them citizen-centered.

“We note that as a result of this and other changes, by the end of the year, all areas of the Migration and Citizenship Service will be digitized. We do not foresee any changes to the timeline in this regard,” the Minister of Internal Affairs emphasized.

Minister Sargsyan instructed to continue improving the platform, taking into account the issues and suggestions raised during the discussion, and to ensure the full implementation of the necessary functions.
