As of Now, Fly Arna's License is Suspended, Says Deputy Minister of Territorial Administration and Infrastructure
The National Assembly is discussing the package of legislative amendments introduced by the Government concerning the "Law on State Duties" and the "Law on Aviation," aiming to adopt them in the first reading.
The aviation authorities, alongside regulatory and oversight functions, currently provide several services as per the legislation, for which, however, no state duty or fee is charged. In this regard, international practices have been studied, showing that similar services in various countries around the world are mainly provided on a paid basis by aviation authorities.
The legislative package proposes to establish state duties for 13 groups of services. This was stated by the main reporting person, Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan. Specifically, experiences from countries like Georgia, Latvia, Singapore, and several others have been examined.
The draft law on amendments to the "Law on State Duties" has calculated the fee for the proposed services based on a man-hour principle, considering the actual working time, resources used, nature of services, and the combinations of fees operational in international practice. The draft law on amendments to the "Law on Aviation" provides for the imposition of a state duty for services rendered in the aviation sector.
As a result of the adoption of the draft, a state duty will be established for the services provided by the Committee, aimed at the development of aviation and increasing the current level of competitiveness in the aviation sector. The approval of the draft laws on "Amendments to the Law on State Duties" and "Amendments to the Law on Aviation" is expected to increase the revenues of the state budget of the Republic of Armenia by about 150 million drams annually, with no additional expenses anticipated.
