City Hall Bonuses to Be Decided by Council: New Proposal from 'Zhoghovurd'
'Zhoghovurd' newspaper reports that the 'Mother Armenia' faction of the Yerevan City Council is preparing to present a new proposal to the council, which will transfer control over the allocation of bonuses at City Hall to council members. This means that the mayor will not solely decide on bonuses for employees, but during meetings, the council members will be presented with a clear justification for why a particular official should be awarded a bonus, and only then will the council endorse or reject this decision.
The proposal will be presented to the mayor either as a suggestion or as a draft of legal acts, and it will then be sent to the relevant primary committee, where, upon receiving a positive conclusion, it will be included in the council meeting agenda.
In an interview with 'Zhoghovurd', 'Mother Armenia' faction member Sona Aghekyan stated that they aim to eliminate the institution of bonuses at City Hall in this manner. 'There is no need to award anyone just for pretty eyes anymore. A high-ranking official who receives a bonus must be deserving of it. The presenter, who will propose a bonus for their subordinate, must provide a report at the council meeting detailing what work the official has done beyond their responsibilities to deserve the bonus. The council should deliberate and make a decision regarding the allocation of a bonus to that employee,' she said.
