Criminal Case Launched Based on Samvel Babayan's Statements and Report
Law enforcement authorities have launched a criminal case based on statements made by former Minister of Defense of Artsakh Samvel Babayan on Armenian Public Television and a report he submitted on October 6.
After crossing the Azerbaijani checkpoint in Lachin, Babayan urged law enforcement to open a criminal case against the authorities of Artsakh for 'surrendering Nagorno-Karabakh.'
In response to a query from 'Azatutyun,' the Prosecutor General's office reported that the proceedings have been initiated under two articles: 'Negligence of Military Officials' (Article 550 of the Criminal Code), which pertains to negligence or improper performance of duties by commanders or officials during a state of war or martial law, leading to failure or inadequate execution of their responsibilities, and 'Surrendering or Leaving Combat Methods to the Adversary' (Article 545 of the Criminal Code), which addresses the act of surrendering or leaving military assets or combat tools to the adversary without being compelled by battlefield circumstances. Currently, there are no accused individuals in the case.
