Baku Proposes ‘Post-Conflict Settlement Agenda’, Bayramov Says

The Minister of Foreign Affairs of Azerbaijan, Jeyhun Bayramov, addressed the European Council summit held in Reykjavik, reiterating Azerbaijani propaganda narratives by stating that the Nagorno-Karabakh conflict has ended.

“The end of the Karabakh conflict has created opportunities and real prospects for establishing peace, strengthening stability, ensuring peaceful coexistence and reconciliation, as well as investing in economic development and cooperation. We are committed to the reintegration of ethnic Armenians living in the ‘Karabakh region’ into Azerbaijan’s political, legal, economic, and social life as equal citizens,” Bayramov said.

The Azerbaijani Foreign Minister noted that Baku has proposed a “post-conflict settlement agenda.”

“Both sides are negotiating the text of a bilateral agreement that will become the basis for interstate relations, based on mutual recognition, sovereignty, territorial integrity, and the inviolability of each other's state borders,” Bayramov stated, mentioning that despite several rounds of negotiations in recent months, progress has not yet met Baku's expectations.

He also added that Azerbaijan highly appreciates the efforts of the international community in the process of resolving relations between Armenia and Azerbaijan. Notably, Bayramov did not mention that Azerbaijan recognizes the territorial integrity of Armenia.
