Armenia is the guarantor of Artsakh's security, and Russia for Armenia, says Pashinyan
During the negotiations, we do not assert the ambition to determine the fate of the people of Artsakh, and I think I said back in 2018 that this is the wrong formulation. The decisive role in the question of fate should belong to the people of Artsakh. This was stated today by Prime Minister Nikol Pashinyan during a press conference.
In response to a remark that he is the negotiator, Pashinyan said, “An internationally visible negotiation between Baku and Stepanakert should take place. This is one of the topics of our negotiations.”
Speaking about the fact that it is legally documented that Armenia is the guarantor of Artsakh's security, Pashinyan noted, “It is under the signature of the Republic of Armenia that the Russian peacekeeping forces have entered Artsakh, and as I mentioned, the ministers of defense of Armenia and Russia have signed documents regarding the measures and mandate for ensuring security in Artsakh.”
Pashinyan recalled that it was also planned for Azerbaijan’s Ministry of Defense to sign that document, but that did not happen. “By this, the Republic of Armenia fulfills its role as a guarantor of security. You see, if we go further, the Republic of Armenia is the guarantor of the security of Artsakh, let’s try to establish a syllogism, the guarantor of Armenia's security is Russia, which means we have always followed that formulation; therefore, if Armenia could ensure its own security, our security would not be based on the formulation that Russia is the guarantor of Armenia's security. Consequently, these are very serious, complicated issues, and because of the complexity of these questions, this issue cannot and will not be resolved with just one or two actions,” he said.
