Armenian Government Proposes Changes to Established Mobilization Plan, Bill to be Approved Urgently
The National Assembly of Armenia is discussing today the draft legislation proposed by the government to amend the "Law on Defense of the Republic of Armenia." This change aims to revise the mobilization plan currently established and in force in the country.
As Deputy Minister of Defense Gabriel Balayan stated during the presentation of the draft, the necessity for this change is driven by the situation in Artsakh and along the borders of Armenia.
"The accepted changes will allow for the establishment of a new mobilization plan in the country, which is particularly relevant in the context of the military actions unleashed by Azerbaijan and Turkey, as well as the martial law in Armenia," Balayan noted.
The fact is that since the constitutional amendments in Armenia in 2015, certain legislative gaps have emerged. Specifically, under the previous Constitution, mobilization plans were approved by presidential decrees, whereas under the current Constitution, this function is outside the scope of powers reserved for the President.
The proposed amendment suggests that the approval of the mobilization plan should be delegated to the government of Armenia. The law will be approved urgently, and immediately after the first reading, it will also be discussed and voted on in the second reading.
