Violations Recorded at DAHK: Results of the Audit Chamber's Oversight
The Justice Ministry's service responsible for the enforcement of court rulings spent 4 million 295 thousand drams on psychological services in 2018, while in the first half of the previous year, it spent 1.8 million drams for the same purpose.
However, the Audit Chamber's previous oversight revealed that DAHK did not establish a price per unit for psychological services, did not keep records of the number of psychological services provided, and made payments under contracts without a calculation basis. For instance, on June 22, 2018, DAHK entered into a contract with an individual entrepreneur to provide psychological expert, diagnostic, and consulting services without conducting a tender, with a set price of 75 thousand drams for each service.
The newspaper "Jamanak" learned that a tender for the purchase of psychological services was announced by DAHK, with four bids submitted, yet the same individual entrepreneur was once again recognized as the winner of the tender. It turned out that the procurement commission did not have the opportunity to compare and assess the participants' price proposals but made a decision and recognized the winner as the individual entrepreneur who provided the service in previous years.
