Investigative Committee Rejects Criminal Case Against David Khajakyan's Report

The Special Investigative Service (SIS) has rejected the initiation of a criminal case based on the report from David Khajakyan, the head of the "Luminous" faction of the Yerevan City Council. The refusal to initiate a criminal case was based on a lack of criminal composition.

Khajakyan told Radio Free Europe that he received the investigator's decision but is not rushing to evaluate it, as he has not yet fully familiarized himself with the 30-page document. "I was notified today that the initiation of a criminal case has been rejected, the grounds for which I am currently reviewing. At this moment, I cannot say on what basis it was rejected," he noted.

It is noteworthy that the leader of the "Luminous" faction in the Yerevan City Council had previously submitted a report to the Prosecutor General's Office at the end of the year regarding the delegation of powers by Mayor Hayk Marutyan and his deputy Hrachya Sarkisyan, as well as for committing official forgery.

He informed law enforcement that during the period when the mayor was on vacation, the leave was retroactively extended, and the duties were performed by an unauthorized person. Referring to the law on "Local Self-Governance in Yerevan", the head of the "Luminous" faction insisted that only the first deputy Hrachya Sarkisyan can replace the mayor in his absence, but the other deputy, Hayk Sarkisyan, took over, which means the official exceeded his powers, rendering around 70 legal acts he signed null and void.
