When we say there has been a scheme, it’s not that we know about Poghosyan Poghos and Petrosyan Petros—that's not how it works. Now, if you ask a citizen, and you want to perform such an action, what do you do? No one knows where the authority of the municipality begins and where the cadastre's authority starts.
