ECHR Initiates Legal Proceedings Against Azerbaijan in Lapshin Case
Alexander Lapshin, a citizen of Russia and Israel, has announced that the evidence he submitted is sufficient to initiate legal action against Azerbaijan. The blogger reported this on his Facebook page.
"The European Court in Strasbourg has decided that the evidence I presented regarding the assassination attempt and torture I experienced while in a Baku prison is adequate to launch a case against Azerbaijan," Lapshin wrote. He also mentioned that he will be visiting Yerevan next week.
Lapshin was arrested in 2016 in Belarus at Azerbaijan's request.
It is noteworthy that Azerbaijan had included the blogger on a 'black list' due to his visit to Artsakh. On February 7, 2017, Lapshin was transferred from Minsk to Baku on a special flight, escorted by State Security Service personnel. On September 11, 2017, Ilham Aliyev granted clemency to Lapshin.
