Armenian Government's Statement on International Court Decision Regarding HEC Nationalization
The Armenian government has issued a statement regarding the decision No. EA 2025/121 of the Arbitration Institute of the Stockholm Chamber of Commerce dated July 22, 2025. It is noted that the scope of issues examined in the urgent case is different from the objectives and actions to be undertaken by the appointed interim administrator.
According to the statement, the appointment of a temporary administrator aims to prevent deliberate risks of creating an energy crisis, ensure public order, eliminate potential risks to national security, and exclude the concealment of abuses that occurred in HEC, as well as to avert further abuses.
The government emphasizes that while respecting the security measures applied under foreign arbitration decisions, all parties are also obliged to adhere to the legislation of the Republic of Armenia and international agreements, which establish the procedures and processes for the recognition and enforcement of arbitration decisions.
