This move has caused confusion within the administration and made it difficult for officials to explain the decision to Congress and Kyiv.
Upon learning of the delays, Trump ordered to resume some supplies, particularly Patriot missiles. This marks the second instance this year where Hegseth has stopped assistance to Ukraine without conducting extensive consultations. In both cases, the supplies were resumed immediately after intervention from Trump or other senior officials.
