“There is an Agreed Article in the Text of the Peace Agreement,” Says Pashinyan
Prime Minister Nikol Pashinyan has addressed his statements regarding the adoption of a new constitution. He emphasized that this decision should be made by the people through free expression.
Referring to comments that the authorities are changing the constitution at the behest of Azerbaijan for the signing of a peace agreement, he stated: “Regarding the signing of the peace agreement, even if these issues exist, they have been resolved because there is an agreed article in the text of the peace agreement that states the parties cannot refer to their legislation to avoid fulfilling any obligations undertaken by this agreement. In other words, the issue is absolutely not about the peace agreement and cannot be.”
The Prime Minister added that the constitution is for organizing internal life, but also regulates foreign relations: “Of course, any constitution also has external influences.”
