22 Shots Fired Under the Influence of Alcohol: New Details from Stepanakert Square Incident
On August 2, 2023, around 05:50, at the Renaissance Square in Stepanakert, a man identified as S.M., while under the influence of alcohol and based on hooligan motives, grossly violated public order by loudly uttering obscene insults. He also violated safety regulations for handling and storing weapons. Using a smooth-bore rifle registered under his name, he fired 22 shots in the direction of streetlights illuminating the area, damaging them. This act blatantly disregarded universally recognized behavioral norms, causing a sense of alarm and fear among the population and openly demonstrating contempt for societal and accepted moral and legal standards while damaging property with the weapon.
This was reported by the Prosecutor's Office of the Republic of Artsakh.
“S.M. has been arrested. A criminal case was initiated on August 2, 2023, based on Article 269, Part 4 of the Criminal Code of Artsakh /Hooliganism/. An investigation is underway. The procedural oversight of the legality of the pre-trial proceedings and the prosecution's monitoring is being conducted by the Prosecutor's Office of Stepanakert,” the statement reads.
