Countries Opposed to Transferring Cluster Munitions to Ukraine

Germany, France, Italy, Spain, Britain, and Canada have expressed opposition to transferring cluster munitions to Ukraine. Representatives from these countries have signed and ratified the "Convention on Cluster Munitions," which prohibits the production, stockpiling, use, and transfer of such weapons for use in armed conflicts. The agreement came into effect in 2010. Neither Russia, Ukraine, nor the United States are parties to the treaty.

Germany and Spain have declared their opposition to the decision to transfer cluster bombs to Ukraine, while France and the UK have stated that they "do not encourage" the use of such weapons. The Canadian government has also opposed the use of cluster munitions and "does not support" their application.
