Impunity Leads to Such Disgraceful Outcomes: Kocharyan on the Scandalous Incident in Dilijan
On June 1, a video circulated across the internet depicting an incident that actually occurred on April 10 and received improper legal handling, highlighting one critical issue: the rule of impunity leads to such disgraceful outcomes. This statement was made by Andranik Kocharyan, the Chairman of the Defense and Security Committee of the National Assembly, on his Facebook page.
“The Republic of Armenia must be a country where the rule of law prevails, and everyone is equal before it, regardless of gender, age, position, or status. I would also like to point out that just recently, within the framework of the initiative by the National Assembly’s Defense and Security Committee to develop a 'Moral Code of Conduct for Armenian Soldiers,' discussion packages have been sent to all law enforcement bodies with the expectation of feedback and active participation, as the moral value system must not only dominate the Armed Forces but also be integral to all law enforcement agencies and the daily life of every person wearing a uniform, ultimately extending its national nature.
Only in this way can a stable atmosphere of mutual trust and national solidarity be established. Such disgraceful incidents, including this specific case, are yet another vivid example of the absence of a moral code and its application. I urge all my colleagues in law enforcement agencies to be more vigilant and rigorous, especially regarding personnel policies and their selection, prioritizing HUMAN HIGH VALUES over professional qualifications,” he noted.
It is worth recalling that previously a video was published showing how Arsen Gaytamazyan, the chief of police in Dilijan, assaulted a 16-year-old youth at a restaurant and hotel complex. The incident took place on April 10.
