The newspaper "Hraparak" reports: "Former Secretary of the Security Council of Artsakh, Samvel Babayan, has called a meeting in Stepanakert on October 5 to discuss developments around Artsakh. Political circles in Artsakh are uneasy about Babayan's return, with several theories circulating.

Since the 44-day war, Babayan has moved to Armenia and has only been in Artsakh once or twice; in any case, he has not participated in public events, let alone organized them. Locals in Artsakh believe that he is part of Pashinyan's team and is supported by him. If he is returning, there are serious reasons for it. For instance, there are suspicions that Pashinyan sent him to prepare the people of Artsakh for new painful concessions, so that when the current political leadership of Artsakh tries to oppose the decision to surrender Artsakh, Babayan can help suppress potential unrest.
