Director of Ararat Cement Submitted Fake Certificate to Cadastre
The Ararat Regional Prosecutor's Office has discovered a number of violations in the process of acquiring a sports school owned by the Ararat Cement company. This was reported by the Prosecutor General's Office of Armenia.
Specifically, the investigation conducted by the Ararat Regional Prosecutor's Office revealed that the former head of the Ararat community, A.B., in violation of the law, 'restored' the land rights for the sports school located at 32 Kolkhozniki Street in Ararat on December 12, 2008, without any legal grounds. This occurred even though the said property had never been recorded on the balance sheet of the Ararat Cement Closed Joint Stock Company (CJSC) and the company had no right to use the land plot.
Furthermore, the General Director of Ararat Cement, L.H., submitted a fake certificate to the territorial subdivision of the State Committee of Real Estate Cadastre under the Government, claiming that the above-mentioned sports school in Ararat is owned by Ararat Cement CJSC and is registered on the company’s balance sheet.
Based on the aforementioned fake certificate and the illegal decision made by the community head on December 12, 2008, the Cadastre Committee registered the ownership rights of Ararat Cement CJSC over the sports school with an area of 301.20 square meters and the occupied land area of 473 square meters on December 22, 2008.
Having identified signs of a criminal offense within the framework of protecting state interests, the prosecutor reported the crime to the Anti-Corruption Committee on August 6, 2026.
It is noteworthy that the Ararat Regional Prosecutor's Office has also uncovered a series of violations concerning the privatization of Ararat Cement, the transfer of 74.1 hectares of land to Ararat Cement, the leasing of 457.79 hectares of land, as well as the acquisition of the “Golden Key” health resort owned by Ararat Cement, and violations in the mining operations carried out by the company. Based on the identified violations, the Prosecutor's Office has submitted reports about the crimes to the Anti-Corruption Committee and filed claims with the competent court.
Additionally, within the framework of the proceedings for the confiscation of illegally acquired property and based on a motion from the Prosecutor General's Office, Ararat Cement CJSC has been handed over to the management and custody of the Republic of Armenia by the decision of the Anti-Corruption Court,” the statement reads.
