Changes in positions, says ruling party MP

This was stated a short while ago in the National Assembly by Gurgen Arsenyan, an MP from the ruling 'Civil Contract' faction, in response to journalists' questions about whether there has been any advancement by the Azerbaijani side.
Arsenyan emphasized that the authorities are primarily focused on ceasing hostilities and ensuring that the military formations of Armenia and Azerbaijan return to their occupied positions.
Regarding whether there is a need to declare a state of emergency, and if that issue is being discussed, the ruling faction MP responded, 'We had a hint in this regard, but not a deep discussion; we believe that there is currently no need to declare a state of emergency.'
The Armenian Ministry of Defense announced earlier that as of September 13, starting at 00:05, Azerbaijani armed forces opened intensive fire on Armenian positions in the directions of Goris, Sotk, and Jermuk using artillery and large-caliber firearms.
For its part, the Azerbaijani Ministry of Defense announced a 'large-scale provocation by units of the Armenian armed forces along the state border in the directions of Dashkesan, Kelbajar, and Lachin.'
Armenia has officially appealed to Russia, the Collective Security Treaty Organization (CSTO), and the UN Security Council. The CSTO has already announced that it has activated the organization's mechanisms for resolving the Armenian-Azerbaijani conflict.
The Élysée Palace has also reported that the French president is preparing to raise the issue of clashes between Armenia and Azerbaijan at the UN Security Council.
