Two key factors currently restrain or slow down Azerbaijan from fully realizing its aggression. This was stated by Tigran Abrahamyan, a member of the National Assembly from the "Honorary Duty" faction, on his Facebook page.

"The first is the unwavering spirit of the people of Artsakh and even in this difficult situation, they are self-organizing with the available resources. The second is the increasing international pressure on Azerbaijan, especially since yesterday.

The Russian Federation has the greatest interest in this matter, as the existence of a second front would create significant problems for them. Additionally, Russia has signed a declaration that Azerbaijan is consistently violating, which also undermines Russia's credibility.
