We Will Have Many Inexperienced Judges, Says Daniel Ioannisyan

Daniel Ioannisyan, the president of the ‘Informed Citizens’ NGO, has stated on his Facebook page: “Currently (especially after the vetting), the burden on the judicial system is enormous. Often, the examination of cases requiring urgent resolution takes years.

After the vetting, the system will need to be supplemented with new judges, which will result in many inexperienced judges at the first instance. To mitigate the risks arising from this issue (at least in terms of criminal justice), it is necessary to introduce a so-called dual-tier criminal first instance court (or a grading system for first instance judges in criminal cases). Specifically, the first tier (with less experienced judges) reviews applications brought during the pre-investigation phase and cases involving minor and medium severity crimes, while the second tier (with more experienced judges) handles cases of serious and particularly serious crimes.

This way, the likelihood of errors by inexperienced judges affecting people's fates is reduced.”
