The head of the Garni division of the Kotayk police, Karapet Kiziryan, was near the polling station on July 29, stating that he had come to identify the 'thick-necked' individuals sitting on the curb. However, instead of finding the 'thick-necked' people, Kiziryan ended up reprimanding journalists seated on the curbs.

When the journalists located in Abovyan requested clarification for the reprimand, he said, 'There was a report that thick-necked individuals were sitting on the road on the curbs, but your journalists were the ones sitting on the curbs. I issued a warning that you cannot sit on the curb, enough is enough for you.'
