New Risk Assessment Criteria for Declaration Analysis to Be Established
The newspaper "Pasts" reports: The Corruption Prevention Commission has presented a draft on "Establishing Risk Assessment Criteria for Declaration Analysis" for public discussion. The need for the legal act is determined by the Commission's aim to analyze declarations based on unified and clear criteria, which will enable the swift and objective identification of risky declarations.
The proposed legal regulations contain risk-based mechanisms that will allow the organization of declaration analysis based on targeted, comprehensive, and uniform principles. A proposal is presented to set risk assessment criteria for declaration analysis, which will contribute to the institutionalization of the analytical process and the effective implementation of preventive mechanisms.
The risk criteria include both automatically calculated indicators (for example, negative amounts of current annual expenditures, the availability of cash compared with other factors, etc.) and additional risk factors, which can be evaluated separately by the competent division based on factual data and the declarant’s overall property status.
The regulation also establishes a mechanism for forming a list of declarants and declarations subject to annual analysis based on risk indicators, including the use of automatically generated lists. The proposed regulations will ensure a risk-based, uniform, and targeted approach to declaration analysis, manage the Commission's resources more effectively, and enhance the level of early detection of corruption risks. It is expected to increase the relevance and effectiveness of analyses, reduce the likelihood of subjective approaches, promote public confidence in the declaration system, and ensure the more efficient application of preventive mechanisms.
