Citizen Assured That They Would Secure the Issuance of a Driver's License for a Fee: Revelation
The Criminal Investigation initiated by the Anti-Corruption Committee of Armenia has revealed several cases where individuals received money under the guise of organizing the process of issuing driver’s licenses in exchange for bribes.
Specifically, it was discovered that a resident of the Armavir region, upon learning of a citizen's intention to obtain a driver's license, assured them that they would secure the passing of the practical test and issuance of the license through a public official in the Armavir regional registration-examination department for a fee.
This individual received the bribe money from the citizen, as well as identity and test result documents, to create the impression of credibility in their arrangement. However, they did not pass any documents to a public official and delayed the organization of the test and issuance of the license for various reasons.
The investigation also uncovered additional cases where two other individuals received money from citizens under the pretext of mediating bribes. These individuals assured citizens that they would facilitate the illegal issuance of driver's licenses through acquaintances in the Shiraz and Armavir registration-examination departments of the Ministry of Internal Affairs, but after accepting the money from the citizens, they did not pass it on to any public official, nor did they organize the said process.
Criminal charges have been filed against three individuals under part 2 of Article 440 of the Criminal Code of Armenia for receiving money under the pretext of mediating bribes. Additionally, three other citizens have been charged under part 2 of point 3 of Article 436 of the Criminal Code for attempting to offer bribes, along with one individual for aiding this process. The investigation has concluded, and the materials of the cases have been sent to the Anti-Corruption Court of Armenia with indictments.
