The head of European diplomacy, Kaja Kallas, has put forward an initiative to support Kyiv, emphasizing the necessity of making a definitive decision on this matter. She stated, “It is essential to provide military assistance, including weapons, ammunition, air defense systems, and importantly, to adopt a clear decision regarding the expansion of the program for training Ukrainian soldiers in Europe.”
Italy, Portugal, and Spain have opposed the proposed financing scheme, preferring to avoid short-term expenses associated with the national budget. France and Germany, on the other hand, are asking for additional time to discuss the initiative.
