What Measures Did David Tonoyan Take to Prevent the War?

Furthermore, there exists an armament and development program, a development program for the armed forces, a plan for the use of armed forces that is being developed and constantly updated, and an extensive package stemming from it. These have been the main guiding documents for my activities as Minister of Defense, and I implemented them during my tenure.”
