Babayan: 'Minasyan Engaged in Entrepreneurial Activities While Serving as Minister'
During his tenure as Minister of Justice, Grigor Minasyan engaged in entrepreneurial activities for about six months. This was stated by lawyer Arsen Babayan on his Facebook page.
“According to Article 31 of the Law on Public Service, individuals holding public office cannot engage in entrepreneurial activities. As outlined in part 7 of the same article, engaging in entrepreneurial activity includes being a participant, shareholder, or stakeholder in a commercial organization, except in cases where the shares of the commercial organization have been fully transferred to trustee management.”
This means that any time a person in public office also holds shares in a commercial company, but their shares have not been transferred to trustee management, they have engaged in entrepreneurial activities during that entire time.
Thus, investigations indicate that Grigor Minasyan, who is a 60% shareholder of 'AM Law Firm' LLC and has held the position of Minister of Justice since December 2022, engaged in entrepreneurial activities until June 26, 2023, which is prohibited by Article 31 of the Law on Public Service. Such action is considered a violation of incompatibility requirements and is subject to accountability.
I call on the Anti-Corruption Commission to pay attention to this matter. The evidence is preserved in the databases of the State Register of Legal Entities,” Babayan wrote.
