At the start of the National Assembly session, Gegham Manukyan, a member of the "Armenia" parliamentary faction, questioned the purpose of Deputy Speaker Ruben Rubinyan's participation in the Armenia and Azerbaijan Foreign Ministers' talks in Washington, given that he is a special envoy for negotiations with Turkey on behalf of Armenia.
