Russia Will No Longer Provide Pensions to New Migrants: What Does the New Law Specify?

The agreement on the guarantees of the rights of citizens of the CIS member states in the field of pension security will cease to be valid from January 1, 2023. TASS reports that this was announced on Friday by the Russian Foreign Ministry.

"The agreement on the guarantees of the rights of citizens of CIS member states in the field of pension security, signed in Moscow on March 13, 1992, between the Russian Federation and other parties to the agreement, has been terminated," states a document published on the official legal information portal.

On May 24, the State Duma recognized this agreement as invalid, and on June 11, President Vladimir Putin signed the law on its cancellation.

This decision will not affect current pensioners; the changes will mainly impact migrants. Russia has already signed a new agreement with EAEU countries.

Currently, efforts are underway to conclude new bilateral agreements in the pension sector based on the principle of symmetry. This principle involves the export of pensions to the country of permanent residence from the state where pension rights have been acquired (each party to the agreement calculates and pays the corresponding part of the pension in accordance with its pension legislation based on the insurance or work experience acquired within its territory).
