Changes Expected in the Brussels Package: What Toivo Klaar Said

The "Pahst" newspaper reports that Toivo Klaar, the EU Special Representative for the South Caucasus, was in Yerevan days ago. According to our diplomatic sources, Klaar's visit to Armenia was quite intensive and focused on the resolution of Armenian-Azerbaijani relations regarding the so-called "Brussels Package." He is fully authorized by the EU to engage with the negotiating parties, and his regional visit was related to this topic.

Our information suggests that he conveyed to the Armenian authorities that changes may be made to the "Brussels Package," without specifying what those changes might entail. We were informed that the EU Special Representative also held discussions with the ruling party faction in parliament, stating that there might be a need to organize parliamentary hearings in anticipation of a possible Armenian-Azerbaijani agreement, which could serve as an attribute of purported "public consensus" on the topic in Armenia.

Our sources indicate that this issue has not been received unambiguously by representatives of the ruling force. They communicated to Klaar the sensitivity of the topic, hinting that there is a strong public backlash and that discussions on this matter could pose difficulties. However, the European diplomat acknowledged the vulnerability of the issue but emphasized that, from a democratic perspective, it is an important process, and therefore, readiness for such discussions is necessary.
