Azerbaijan Targets Civilian Objects and Population

The military-political leadership of the Republic of Azerbaijan, through the use of armed forces, initiated acts of aggression against the sovereign territory of the Republic of Armenia on September 13, 2022, starting at 00:05. Within the framework of the criminal proceedings initiated in connection with these acts, it has been revealed that the armed forces of the Republic of Azerbaijan, in gross violation of the 1949 Geneva Conventions and the requirements of the First Additional Protocol, have deliberately and purposefully targeted civilian objects located deep in the rear and civilians not directly participating in military operations using artillery, missile systems, and unmanned aerial vehicles.

The Investigative Committee reports that specifically targeted areas include settlements in the Syunik and Gegharkunik regions, and an ambulance bearing the emergency medical services insignia was hit on the Kapan-Jakaten highway. The preliminary investigation is ongoing.
