Prosecutor General's Office of Artsakh on Movses Hakobyan's Private House

On March 29, 2021, the Prosecutor's Office of Artsakh received a request concerning the widely circulated information about the potential purchase of the private residence of former commander of the Artsakh Defense Army, Movses Hakobyan, located in Stepanakert. The request called for clarification on the veracity of the reported information and the legality of the mentioned transactions.

As a result of the inspection conducted by the Prosecutor's Office within the framework of its constitutional authority to protect state property interests, the following was established:

According to the decision No. 769 of the Stepanakert City Mayor dated August 24, 2005, a land plot was allocated to former commander M. Hakobyan near T. Mets Street in Stepanakert for the purpose of constructing an individual residential house on March 20, 2006.

On the same date, the Stepanakert City Hall granted M. Hakobyan a construction permit for the individual residential house, which was valid until March 20, 2009.

On November 19, 2008, M. Hakobyan applied, and on December 4, 2008, ownership of the house constructed on the aforementioned land plot was registered by the State Committee for Real Estate Cadastre of Artsakh in the territorial subdivision of Stepanakert.

As evident from the documents included in the cadastre, there have been no changes in the ownership rights of the residential house belonging to M. Hakobyan, and it has not been purchased or subjected to alienation by the Government of Artsakh or any other entity.

Responses from the Ministry of Finance of Artsakh and the Artsakh Investment Fund indicate that no financial resources have ever been allocated to M. Hakobyan for construction purposes, reimbursement of expenses incurred, or any other related purpose.
