Will Criminal Cases Be Investigated by Armenia or Azerbaijan's Law Enforcement Agencies? Open Letter to the Attorney General
Open letter to the Attorney General of Armenia, Head of the Investigative Committee of Armenia:
According to Article 14, Part 1 of the Criminal Code of Armenia: “A person who commits a crime on the territory of the Republic of Armenia shall be liable under the Criminal Code of the Republic of Armenia.” This was noted by lawyer Vahan Hovhannisyan on his Facebook page.
In light of this, I request clarification on the following points:
1. In cases where crimes are committed against Armenian citizens in the communities and roads of the Syunik province of Armenia that are under Azerbaijani control, will criminal cases be initiated in Armenia, and if so, on what legal basis?
2. Will criminal cases in such instances be investigated by Armenian or Azerbaijani law enforcement agencies?
3. If such criminal cases are initiated and investigated in Azerbaijan, how will the Armenian citizens recognized as victims participate in the proceedings?
