Details on Amatuni Virabyan's Dismissal Revealed by the Ministry of Justice
According to the announcement from the Minister of Justice, Amatuni Virabyan, who was dismissed from the position of director of the "National Archive of Armenia" SNCO, has noted in interviews with various media that "the Archive received grants and subsidies from the state that were exempt from VAT." This was reported by Lusine Martirosyan, the spokesperson of the Ministry of Justice on her Facebook page.
"To clarify regarding tax liabilities under VAT, the Ministry has no objections in this regard, and yes, tax liabilities have been imposed on almost all SNCOs, and those liabilities have been settled with the funds received from the Government. However, in the case of the "National Archive of Armenia" SNCO, a profit tax liability has also been documented, and the audit report clearly states that among other violations, the first part of Article 10 and the subparagraphs 'd' and 'z' of the second part of the same article of the Law on Profit Tax have also been violated, resulting in an additional tax liability of 21 million 369 thousand 151 drams for profit tax.
As for Mr. Virabyan's claim that "those who do not pay taxes are prosecuted, not that the government gives money from the reserve fund," it should be noted that materials have been prepared by the State Revenue Committee under the characteristics of part 2 of Article 205 of the RA Criminal Code; however, the initiation of a criminal case was rejected on May 24, 2019, since the damage caused to the state has been fully reimbursed," she wrote.
