No Visits, Leave, or Package Transfers in Artsakh Military Units During State of Emergency
Due to the state of emergency declared in Artsakh until May 12, restrictions have been imposed in various facilities, including correctional institutions, places of detention, social service organizations for the elderly, childcare and protection institutions, mental health organizations, and military units of the Ministry of Defense of the Republic of Artsakh.
This information is obtained from a relevant annex of the emergency declaration, presented below.
“17. In correctional institutions and places of detention, the following are prohibited: 1) receiving and sending packages and parcels; 2) having visits (except in cases of using video calls); 3) organizing and participating in religious ceremonies. 18. In correctional institutions, walks may be limited or prohibited upon the proposal of the correctional institution and at the direction of the Commander: 1) walks; 2) presence within and outside the correctional institution grounds (including short trips), moving within the territory; 3) other activities upon the commander’s directive. 19. In institutions providing social services for the elderly, childcare, and protection services, as well as mental health organizations, it is prohibited: 1) receiving and sending packages and parcels; 2) having visits (except in cases of using video calls). 20. In military units of the Ministry of Defense of the Republic of Artsakh, the following are prohibited: 1) receiving and sending packages and parcels; 2) having visits (except in cases of using video calls); 3) leave for servicemen of the ordinary and junior officers; 4) other activities upon the commander’s directive. 21. The restrictions set forth in points 17-19 of this annex do not apply to competent persons and bodies in connection with the exercise of their powers and functions established by law, including, but not limited to, visits by the Human Rights Defender and their representatives, members of the National Assembly of the Republic of Artsakh, observation groups, and lawyers.”
