One Question on the Agenda of the Extraordinary Session of the National Assembly
According to Article 100 of the Constitution of the Republic of Armenia and Article 41 of the Constitutional Law "On the Rules of Procedure of the National Assembly," an extraordinary session of the National Assembly will be convened at the initiative of the Government of the Republic of Armenia on March 20, 2020, at 20:30.
The agenda includes one question: a package of drafts on "Amendments to the Criminal Code of the Republic of Armenia" and "Amendments to the Code of Administrative Offenses of the Republic of Armenia" (first reading, second reading).
Presenting the issue, Deputy Minister of Justice Vahe Danielyan mentioned that a state of emergency is established in the Republic of Armenia, within the framework of which the rights of individuals are restricted; however, there are no legal responsibilities established by the law of the Republic of Armenia, and there are no punitive levers.
However, after the voting on the first reading, there is a three-hour period planned for suggestions before the second reading, and during that time, according to the Constitution, the work of the National Assembly is completed. By the proposal of the Speaker of the National Assembly Ararat Mirzoyan, the first reading of the question will be held on March 20, while the second reading will be organized on Monday, March 23.
