Arsen Babayan: Violations of Constitutional Norms by State Officials Observed

According to the second point of paragraph 14 of Article 17 of the constitutional law on referendums, it is prohibited to conduct propaganda and distribute any type of propaganda materials by employees of state institutions or organizations, community institutions or organizations, and organizations with 20% or more participation of state or local self-government bodies while performing their official duties or in an official capacity.

This was stated by Arsen Babayan, a human rights advocate and one of the initiators of the 'No' campaign, on his Facebook page.

“Violations of this rule are observed by governors, representatives of the government, and the staff of the National Assembly, which are also expressed in personal profile pictures on Facebook with campaigns for the referendum that say 'YES',” Babayan wrote.
